In a bowl, combine the flour and water, mixing well to form a smooth batter. Heat a little oil on a tawa, then pour the batter onto it. Cook for about 8 minutes, turning if needed, until evenly cooked. Transfer the Sesserk to a plate, sprinkle sugar on top, and serve warm.
